Advance notice for the functional modification of "Mail Template" from Ver2.13.

Important Notice The mail template function will be modified for easier use in the 2.13 series version upgrade scheduled around January 2021. We are providing this advance notice because email templates are an important feature for members (learners), owners, and grade administrators.
