The use of e-learning has become indispensable for effective and efficient training to obtain skills to cope with new technologies and business operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, many people in charge of e-learning may be concerned about such issues as \"which system should be introduced,\" \"cost-effectiveness,\" and \"planning e-learning training, but cost is a bottleneck.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In such cases, the Ministry of Health, Labor and Welfare provides \"subsidies to support human resource development\" that can be useful. This article provides an overview of the \"Subsidy for Supporting Human Resource Development,\" points to consider when selecting an e-learning system suitable for this subsidy, and recommended e-learning systems that meet the subsidy requirements. This section provides an overview of the program and the courses that are eligible for e-learning.<\/p>\n\n\n\n<h3 class=\"wp-block-heading is-style-heading__m\">Outline of \"Subsidy for Human Resources Development<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Subsidy for Supporting Human Resource Development subsidizes the cost of training and a portion of the wages during the training period, if the employer implements a vocational training program in accordance with a plan to help workers acquire specialized knowledge and skills related to their job content.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Human Resource Development Support Subsidy includes the following six courses<\/p>\n\n\n\n<ul class=\"wp-block-list is-style-list-disc\">\n<li>Human Resource Development Support Course<\/li>\n\n\n\n<li>Course for granting educational and training leave, etc.<\/li>\n\n\n\n<li>Promoting Investment in People Course<\/li>\n\n\n\n<li>Business development and other reskilling support course<\/li>\n\n\n\n<li>Certified Construction Worker Training Course<\/li>\n\n\n\n<li>Construction Worker Technical Training Course<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Ministry of Health, Labour and Welfare, \"<a href=\"https:\/\/www.mhlw.go.jp\/stf\/seisakunitsuite\/bunya\/koyou_roudou\/koyou\/kyufukin\/d01-1.html\" data-type=\"link\" data-id=\"https:\/\/www.mhlw.go.jp\/stf\/seisakunitsuite\/bunya\/koyou_roudou\/koyou\/kyufukin\/d01-1.html#1001\" target=\"_blank\" rel=\"noreferrer noopener\">Subsidy for Human Resource Development Support<\/a>\"<\/p>\n\n\n\n<h3 class=\"wp-block-heading is-style-heading__m\">Subsidies for Human Resource Development and Career Upgrading<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">One subsidy that is often mistakenly referred to as a \"subsidy for human resources development\" is a \"subsidy for career advancement. The \"subsidy for human resources development support\" is available not only to full-time employees, but also to contract workers, part-time workers, and other workers as long as they are covered by employment insurance. On the other hand, the \"Career Up Subsidy\" does not depend on whether or not they are covered by employment insurance, but covers non-regular workers such as part-timers, part-time workers, and temporary workers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The purpose of the \"Human Resources Development Support Subsidy\" is to promote the development of employees' professional skills. The purpose of the \"Career Up Subsidy\" is to convert non-regular workers into regular employees and improve their compensation. In the case of e-learning, only the cost is covered by the subsidy.<\/p>\n\n\n\n<h4 class=\"wp-block-heading is-style-heading__s\">Human Resource Development Support Course<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The \"Human Resource Development Support Course\" provides subsidies for training expenses when training is conducted in accordance with a training plan in order to help employees acquire knowledge and skills related to their jobs. The following three training programs are available<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u25a0Human Resource Development Training<\/strong><br>Training to acquire job-related knowledge and skills, conducted through off-the-job training.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u25a0<strong>Vocational Training with Authorized Practical Training<\/strong><br>Vocational training for practical use approved by the Minister of Health, Labor and Welfare, effectively combining OJT and OFF-JT.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Fixed-term practical training<\/strong><br>Training for fixed-term contract workers to convert to regular workers, etc., through an effective combination of on-the-job training and off-the-job training.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"padding-top:var(--wp--preset--spacing--50)\">In the case of \"human resource development training,\" e-learning training is also eligible for subsidies. The subsidy will be provided for a limited period from fiscal year 2009 to fiscal year 2026. By selecting the appropriate system, you can proceed with your plan efficiently.<\/p>\n\n\n\n<h3 class=\"wp-block-heading is-style-heading__m\">What e-learning system meets your requirements?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">First, it is important to understand what kind of e-learning system or LMS (Learning Management System) requirements are set for the grant you wish to receive. In the case of the \"Human Resource Development Support Grant,\" there is no specification for the system to be covered, so you can choose the system that best fits your company. Below is a list of the features that are required.<\/p>\n\n\n\n<h4 class=\"wp-block-heading is-style-heading__s\">Some courses are not covered by the flat-rate service.<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Please note that subscription-based services are not eligible for subsidies under the \"Human Resource Development Support Course.<\/p>\n\n\n\n<h4 class=\"wp-block-heading is-style-heading__s\">Management of training progress and proof of completion is important.<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">In the case of e-learning training, the most important aspect is the ability to verify that trainees have completed the course. In addition to the ability to manage the progress and completion status of trainees, the system must be able to provide a certificate of completion and course history upon completion of the training.<\/p>\n\n\n\n<h4 class=\"wp-block-heading is-style-heading__s\">Tracking of course hours is possible<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Since training must be conducted during workers' working hours, it is necessary to control the hours of attendance. Make sure you can prove that training is conducted during working hours.<\/p>\n\n\n\n<h4 class=\"wp-block-heading is-style-heading__s\">Smooth output of data<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Within two months from the day following the end of the training, the applicant must submit the necessary documents, such as an application for payment.
